REQUEST FOR PROPOSAL No. 11/ABM/2025/U
dated March 26, 2025
In connection with the implementation of the project "Development of novel mRNA/VLP-based vaccines against emerging zoonotic viral diseases", financed from the state budget by the Medical Research Agency (No. 2021/ABM/05/00001-00) as part of the Competition: Development of innovative therapeutic solutions using RNA technology, acting pursuant to § 8 sec. 2 point 2) of the financing agreement and based on art. 11 sec. 5 point 1 of the Act of September 11, 2019 Public Procurement Law - i.e. Journal of Laws of 2024, item 1320, as amended, the University of Gdańsk as part of the market research procedure invites you to submit offers for the performance of the following task.

II. Description of the subject of the order
1. The subject of the order is the service of conducting animal studies. The scope of the subject of the order includes:
Preclinical studies of vaccine candidates against WNV based on the combination of VLP/mRNA/Alhydrogel/MPLA, in accordance with Appendix No. 1.
III. Deadlines
1. Partial order completion date: up to 14 weeks from the date of receipt of animals by the Contractor.
2. Offer binding period: the offer binding period is set until July 31, 2025. The offer binding period begins with the expiry of the offer submission deadline.
3. Offer submission deadline and place: the offer should be submitted electronically to the email address lukasz.rabalski@ug.edu.pl or in paper version to the address Intercollegiate Faculty of Biotechnology UG and GUMed, Department of Recombinant Vaccines, ul. Abrahama 58, 80-307 Gdańsk, room 352,
by April 16, 2025.
IV. Description of how to prepare the offer and calculate the price
1. The offer should be prepared in accordance with the content of the Offer Form, which constitutes Appendix No. 2 to this Request for Proposal.
2. Along with the offer form, a signed Contractor's Statement regarding the basis for exclusion from the procedure, referred to in art. 7 of the Act of April 13, 2022 on special solutions in the field of counteracting support for aggression against Ukraine and serving to protect national security – Appendix No. 2 to this Request for Proposal, should be submitted.
3. The offer should be prepared in Polish or English.
4. The bidder may submit one offer.
5. The offer must be legible.
6. The costs associated with preparing the offer are borne by the Bidder.
7. The offer and the statement submitted with the offer should be signed by persons authorized to represent the Bidder in business transactions.
8. Offers addressed to the Ordering Party should include the reference number of the Request for Proposal in the subject.
9. The offer price must be expressed in Polish zlotys (PLN) or in Euros (€).
10. The offer price from the offer form – Appendix No. 2 to the Request for Proposal, will be treated as the offer price and will be used to evaluate and compare the submitted offers within the criterion of "lowest price".
11. The price stated in the offer includes all costs and components related to the execution of the order (in particular taxes, delivery costs, insurance) and the conditions set by the Ordering Party.
12. The offer price will be valid for the entire offer binding period, will not be subject to negotiation, and will be binding for both parties.
13. The offer price will not be changed during the execution of the order and will not be subject to valorization.

15. The offer price must include the applicable VAT tax in accordance with the Act of March 11, 2004 on tax on goods and services (i.e. Journal of Laws of 2024, item 361, as amended), all anticipated costs of complete execution of the subject of the order, must meet the requirements of the Announcement and include all costs that the Contractor will incur for proper and compliant execution of the subject of the order with applicable regulations. The financial consequences of any errors are borne by the Contractor, who must foresee all circumstances that may affect the price of the order.
16. In the event that the Contractor submits an offer, the selection of which would lead to the Ordering Party's tax obligation in accordance with the provisions of the Act on tax on goods and services, the Ordering Party, for the purpose of evaluating such an offer, adds to the price presented in it the tax on goods and services, which it would be obliged to settle in accordance with these provisions. In such a case, the Contractor is obliged to:
1) inform the Ordering Party that the selection of its offer will lead to the Ordering Party's tax obligation,
2) indicate the name (type) of the goods or services, the delivery or provision of which will lead to the tax obligation,
3) indicate the value of the goods or services covered by the Ordering Party's tax obligation, excluding the tax amount,
4) indicate the VAT rate that, according to the Contractor's knowledge, will apply.
V. Selection of the most advantageous offer
1. Offers will be evaluated according to the criterion of the lowest price.
2. In the event that the Offer cannot be selected due to the indication by at least two Bidders of the same price, the Ordering Party will send, to the email addresses indicated in the Offers, a repeated inquiry regarding the Subject of the Order. Bidders will be required within 24 hours from the moment of receiving the aforementioned message to submit a new Offer.
VI. Implementation of the subject of the order
After selecting the most advantageous offer, an appropriate agreement will be concluded with the Contractor.
VII. Payment terms
1. The Contractor will issue an invoice to the address: University of Gdańsk, 80–309 Gdańsk, ul. Jana Bażyńskiego 8, NIP 584-020-32-39.
2. The original invoice will be sent by the Contractor to the representative of the Ordering Party responsible for commissioning the execution of the order to the address: Intercollegiate Faculty of Biotechnology UG and GUMed, Department of Recombinant Vaccines, ul. Abrahama 58, 80-307 Gdańsk or to the email address: [lukasz.rabalski@ug.edu.pl].
3. The Contractor may send the Ordering Party a structured electronic invoice in accordance with the Act of November 09, 2018 on electronic invoicing in public procurement, concessions for construction works or services, and public-private partnership (i.e. Journal of Laws of 2020, item 1666, as amended) to the email address: [faktury@ug.edu.pl](mailto:faktury@ug.edu.pl), along with the indication of the ordering person.
4. The Contractor is obliged to issue the invoice in accordance with the applicable regulations of the Act of March 11, 2004 on tax on goods and services.
5. Payment will be made within 30 days from the date of acceptance by the representative of the Ordering Party of the correctly issued invoice.
6. Payment will be considered completed on the day the bank debits the Ordering Party's bank account.
7. If the payment is not settled within the agreed period, the Contractor is entitled to charge the Ordering Party statutory interest, in accordance with applicable regulations, for each day of delay. Payment of interest will be considered completed on the day the bank debits the Ordering Party's bank account.
8. The Contractor declares that the bank account indicated on the invoice for payment realization on its behalf will be reported to the appropriate Tax Office.
VIII. Additional information
1. The Ordering Party reserves the right to cancel the procedure at any time without giving reasons.
2. The Ordering Party will commission the execution of the subject of the order to the selected contractor who presents the most advantageous offer meeting the conditions presented in this request for proposal.
3. The Ordering Party will exclude from the procedure for awarding the contract the contractor in respect of whom any of the circumstances referred to in art. 7 sec. 1 in accordance with the Act on special solutions in the field of counteracting support for aggression against Ukraine and serving to protect national security of April 13, 2022 (Journal of Laws of 2024, item 507, as amended) apply.
4. The Ordering Party reserves the right to request explanations to the submitted offers, the possibility of sending additional questions to the offers, and to call on Contractors to supplement the submitted offers.
IX. Information clause
The Ordering Party informs that it will process the Contractor's personal data for purposes related to the execution of the order. In the event that the Contractor needs to process personal data, for which the Ordering Party is the administrator, in connection with the execution of this order, the Contractor will be obliged, at the request of the Ordering Party, to conclude a personal data processing agreement in accordance with art. 28 of the Regulation of the European Parliament and Council (EU) 2016/679 of April 27, 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation) before processing personal data.
